Best keycode lockbox for chance at forge, t5 grenades?

Would the recruit or expert be better than the elite if going for forge or grenade drops? Seeing as 99% of it gets vended anyhow. Do the lesser boxes even drop t5 nades? I think the cost to max forge drop ratio goes 8:20, 24:50, 64:100, but does the expert or elite have a higher % chance to drop than the recruit?
